The Human Resources Administration/Department of Social Services (HRA/DSS) is responsible for assisting individuals and families with employment, health, and financial services. HRA/DSS maintains and contracts with hundreds of programs and providers, such as outside employment services and food, medical and legal providers. HRA/DSS is responsible for administering cash assistance, food stamps, public health insurance and other special grants. They are also charged with handling short-term crises to resolve immediate risks in cases of child abuse, elderly abuse, or emergency housing needs. HRA/DSS is responsible for determining the homecare eligibility for Medicaid recipients who are elderly and need continuing support.
