Agency: Housing Preservation & Development
The Department of Housing Preservation and Development (HPD) is responsible for the production and maintenance of affordable housing in New York City, as well as the preservation of existing city-owned and privately-owned housing. HPD works to transfer city-owned property to private owners, especially those who are committed to the preservation of affordable housing. The Department promotes housing ownership and maintenance through tax incentive programs, enforcement of City housing codes -especially lead reduction - and providing emergency repairs and emergency housing. HPD also administers the Federal Section 8, or the Housing Choice Voucher Program, for New York City. About 1/3 of HPD's budget is funded through the City; the remainder is heavily funded through federal grants and other sources. Rafael E.
